The ACT Government has recently introduced the Minimum Energy Efficiency Standard for Ceiling Insulation in Rental Properties in the ACT

WHAT DOES THIS MEAN FOR YOU?

A regulation establishing a new minimum energy efficiency standard for ceiling insulation in rental homes will commence from 1 April 2023.

Rental properties with existing ceiling insulation below an R-value of R2, will need to upgrade the ceiling insulation to a minimum R-value of R5. The higher the R-value the better the thermal performance of the insulation. R5 is what is typically installed in new homes.

If your property requires an assessment, an inspector may need to attend your home for an initial inspection of the current insulation levels and R value.

Canberra Building & Energy Ratings is offering an ‘online’ rate of $286 (inc GST) for all landlords

A CANBERRA BUILDING & ENERGY RATINGS (CBER) RENTAL COMPLIANCE INSULATION INSPECTION:

A CBER technician will attend the rental property to confirm the presence of ceiling insulation and assess the R-value.

  • Where a property is found to meet the minimum insulation standard, CBER will issue a certificate to verify compliance with the new government regulation.
  • If a property fails to meet the minimum standard, a report will be provided stating what the current insulation value equates to, and what is required to bring the property up to standard. This will include a quote from a local insulation company and any required electrical.
  • Where an exemption exists, and the property is not required to meet the standard CBER will issue a certificate to verify and detail the exemption.

what is energyFit?

energyFit is an innovative system that takes a wholistic look at the energy efficiency of your home and then converts this into a savings dollar value, rather than a star rating. This is an extremely valuable tool and is a must when selling or buying a home.

In comparison to the homes EER rating, which is based on basic building materials, energyFit will consider all other additions (and possible upgrades) to indicate the “actual” cost of running the home in comparison to other homes in the area giving a true indication of a homes value.

For example, a standard home built in the 1980s with minimal structural changes you would expect an EER rating of between 0.5 – 1.5 (which is a negative when selling a home). If this home has upgraded their heating and cooling system and installed solar panels,  the EER will remain the same rating 0.5 – 1.5, as these are not taken into account with the EER rating system. 

With an energyFit assessment many factors are taken into consideration including, appliances, air conditioning, solar, hot water systems and draft proofing,  that all contribute to the efficiency of your home. By using energyFit, in this example it shows that this home saves $8,000 a year (which could be up to $239,000 over a 30-year loan) in comparison to other homes in the area. (a lot better than EER0.5)

The assessment will also include recommendations indicating the most cost-effective way to improve the home showing the potential buyer that even with a lower EER home, the upgrade towards a cost neutral home is affordable, and in most cases the savings in bills will instantly offset the cost.

how does energyFit work?

Our assessor will attend your property to gather all of the required information for the assessment, this includes gathering data and taking specific pictures, once complete this data is modelled into the energyFit software, it is then run through (3 to 4 million) simulations of the energy use and production for every hour of the year. Each simulation tests a unique combination of the possible changes that could be made and produces an outcome in terms of annual energy bills and carbon emissions, having taken account of your climate zone, your house, and your household.

The ACT Government has assistance available to help rental providers manage the costs of implementing the minimum standard.

Support for rental for providers will be available prior to the requirement to upgrade your property through the Sustainable Household Scheme (the Scheme). Rental providers will be able to access supports from early 2023 through the Scheme.

Private rental providers who meet the eligibility criteria under the Scheme will be able to access zero interest loans of up to $15,000 more information and to apply can be found here
